Saudization and Nitaqat, what’s the difference?
The two terms are used interchangeably, but they are not the same thing.
Saudization
The goal. The national policy of employing a required share of Saudi nationals in your private-sector workforce.
Nitaqat
The scoreboard. The government programme, run by MHRSD, that measures your Saudization and places your company in a colour-coded band. “Nitaqat” means “ranges” or “bands”.
The Nitaqat bands
Platinum and Green (High, Mid, Low)
Compliant. These bands unlock privileges: smoother visa issuance, faster government services, and greater flexibility with expatriate staff.
Red
Non-compliant. A Red band blocks new visas and work-permit renewals, restricts government services, and puts your ability to retain expatriate staff at risk.
Yellow, removed
The Yellow band has been removed. Companies that would once have sat in Yellow now fall into Red, so the cost of slipping is higher than it used to be.

Your Saudi staff only count if they are documented on Qiwa
A major shift in the current Nitaqat cycle: from April 2026, a Saudi employee only counts towards your Saudization if their employment contract is documented and digitally signed on the Qiwa platform. A Saudi on your payroll but not properly documented on Qiwa is invisible to Nitaqat, which can quietly drop your band without you realising. Required Saudization levels have also been rising across most sectors.

Do my Saudi employees count automatically?
No. In the current cycle, a Saudi employee only counts towards your Saudization if their contract is documented and signed on Qiwa and meets the qualifying conditions. We make sure your hires are documented correctly so they count.
What happens if we fall into the Red band?
A Red band can block new work visas and permit renewals, restrict government services, and jeopardise your ability to keep expatriate staff. We work to get you out of Red quickly and keep you in a safe band.
