Payroll & bookkeeping in Saudi Arabia

Pay your people accurately and on time, stay compliant with the Wage Protection System and GOSI, and keep clean, audit-ready books. PROMISE runs your payroll and bookkeeping so the numbers are right and consistent across every government platform.

Overview

Payroll here is a compliance exercise, not just a pay run

In Saudi Arabia, paying staff means more than transferring salaries. Wages must be paid and reported through the Wage Protection System (via the Mudad platform), social insurance runs through GOSI, and the salary, allowances, and role in each Qiwa contract have to match what’s filed everywhere else. On top of that sit your books and your tax obligations, including ZATCA e-invoicing. When these don’t line up, government services can freeze.

PROMISE runs the whole thing: accurate payroll processed the compliant way, GOSI and reporting kept in step, and clean books behind it, all consistent with your HR and immigration data, because we manage those too.

Why accuracy is non-negotiable

Your numbers have to match, everywhere

The salary, housing and transport allowances, and role in a Qiwa contract must match what’s submitted through Mudad and reported to GOSI. A mismatch isn’t just a bookkeeping error, it can trigger penalties, suspend visa services, and even affect your Saudization standing. Because payroll, HR, and immigration all draw on the same data, one wrong figure can ripple across the lot.

Keeping every figure consistent across these systems is exactly what our payroll service is built to do, and having the same team run your HR and immigration is what keeps them from drifting apart.

Common questions

Answers before you commit

What is WPS, and do you handle it?

The Wage Protection System (WPS) is the government’s way of verifying that salaries are paid correctly and on time; in practice it runs through the Mudad platform. Yes, we process your payroll the WPS-compliant way and keep the records aligned with your contracts and GOSI.

Do you manage GOSI and end-of-service settlements?

Yes. We handle GOSI contributions as part of the pay run and calculate end-of-service benefits correctly when an employee leaves, based on their service and final wage.

Can you keep our books and handle VAT / e-invoicing too?

Yes. Alongside payroll we provide bookkeeping, financial reporting, and support for your tax obligations, including ZATCA-compliant e-invoicing, so your finances and filings stay in order.

Can you run payroll if we don’t have our own entity yet?

Yes, through our Employer of Record service we can employ and pay staff in the Kingdom on your behalf while you operate without your own entity. We’ll advise on whether that fits your plans.
