HR compliance in Saudi Arabia, handled
Saudi labour compliance now runs through connected government platforms, Qiwa, GOSI, the Wage Protection System, and Muqeem, where one mismatch can freeze the rest. PROMISE keeps your Saudization, contracts, and records aligned across all of them, so your workforce stays fully compliant.
Compliance is now continuous, and connected
Managing people in Saudi Arabia is no longer a matter of periodic paperwork. Employment contracts are documented on Qiwa, social insurance runs through GOSI, salaries are verified through the Wage Protection System, and residency sits in Muqeem, and these systems are linked. A gap in one, such as a contract that isn’t documented or a salary that doesn’t match, can suspend government services across the board.
PROMISE manages this for you as an ongoing service: we keep your workforce records accurate and consistent across every platform, track the rules as they change, and make sure nothing slips through the cracks.
Your HR compliance, end to end
Saudization (Nitaqat) management
Track your Nitaqat band, plan your Saudi-national hiring, and keep your Saudization credit intact, including the requirement that counted employees are properly documented on Qiwa.
Full detail on our Saudization (Nitaqat) pageQiwa contracts & WPS compliance
Document employment contracts correctly on Qiwa and keep salary records aligned with the Wage Protection System, so pay data matches contracts and social insurance.
GOSI / social insurance management
Register and maintain employees with the General Organization for Social Insurance, keep contributions accurate, and handle enrolments and exits as your team changes.
Employee onboarding & offboarding
Handle joiners and leavers cleanly, contract documentation, portal registrations, and end-of-service steps, so every change is recorded correctly across the platforms.
HR policy compliance
Align your contracts, policies, and internal practices with the Saudi Labour Law, so your day-to-day HR holds up to scrutiny.
Why alignment matters more than ever
Qiwa, GOSI, the Wage Protection System, ZATCA, and Muqeem now share data. That’s efficient when everything matches, and costly when it doesn’t. A Saudi employee registered in GOSI but not documented on Qiwa may not count towards your Saudization; a salary in the Wage Protection System that doesn’t align with the contract can trigger a hold. Mismatches can freeze visa services, renewals, and portal access until they’re resolved.
Keeping these systems consistent is precisely what our HR compliance service does, one team watching every platform, so a small discrepancy never becomes a frozen operation.

Answers before you commit
What is Qiwa, and why do contracts have to be documented there?
Qiwa is the Ministry of Human Resources’ digital platform for the employment relationship. Employment contracts must be documented and approved on Qiwa to be recognised, and, increasingly, for your Saudi employees to count towards Saudization. We handle the documentation correctly and on time.
What’s the difference between Saudization and Nitaqat?
Saudization is the policy of employing a share of Saudi nationals; Nitaqat is the government programme that measures it and places your company in a compliance band. Our Saudization (Nitaqat) page explains how it works and how we manage it.
Do you handle GOSI registrations and updates?
Yes, we register employees with the General Organization for Social Insurance, keep contributions accurate, and process enrolments and exits as your team changes, keeping GOSI aligned with Qiwa and payroll.
What happens if our data doesn’t match across platforms?
Mismatches between Qiwa, GOSI, the Wage Protection System, and Muqeem can suspend government services until resolved. We monitor for discrepancies and fix them before they disrupt your operations.
