A large, growing buyer, with rules to match
Under Vision 2030, government and government-linked spending runs across construction, technology, healthcare, services, and more, a substantial market for suppliers who can access it. But access has conditions: you must be properly registered on Etimad, and, since the start of 2024, companies generally need a Regional Headquarters in the Kingdom to bid on government tenders. Getting the setup right is what turns interest into eligibility.
The gateway to Saudi government contracts
Etimad is the Kingdom’s central government-procurement platform, run by the National Center for Government Resource Systems under the Ministry of Finance. Government bodies publish their tenders and purchases there, and suppliers register, find opportunities, and submit bids through it. Put simply: if you want to sell to the Saudi government, you need to be registered on Etimad and in good standing.

Can a company outside the Kingdom register and bid?
You can create an Etimad vendor registration from outside Saudi Arabia, there’s a route for foreign suppliers. But registering isn’t the same as being able to win. Since the start of 2024, foreign companies generally need a valid Regional Headquarters (RHQ) licence to apply for tenders published on Etimad; bidding without one leads to exclusion before evaluation. Most tenders also expect a Saudi entity, with MISA registration and a Commercial Registration.
In short: registration gets you onto the platform; an RHQ and a local entity get you genuinely eligible to bid. We advise honestly on what your target contracts require and set up whatever you’re missing.

What is Etimad?
Etimad is Saudi Arabia’s central government-procurement platform, run under the Ministry of Finance. Government entities publish tenders there, and suppliers register and bid through it. To pursue government work, you need to be registered and in good standing on Etimad.
Can a company based outside Saudi Arabia register and bid?
You can register from outside the Kingdom through the foreign-supplier route. But to actually bid on Etimad tenders, foreign companies generally need a valid RHQ (required since 2024) and usually a Saudi entity, without an RHQ, bids are excluded before evaluation. We set up what you need and handle the registration.
Do we need a local entity or an RHQ?
